Smart Srinagar Municipal Parking
Flagship municipal smart parking deployment for Smart Srinagar, combining city-scale ANPR lanes, digital payments, operator command centers, and citizen Parkadda services across Srinagar, Jammu & Kashmir. Multiplexer Solution and Parkadda India delivered training, SLA-backed support, and centralized monitoring aligned to smart-city procurement standards. The program demonstrates India-first parking technology in a high-visibility urban context.

Overview
The Smart Srinagar Municipal Parking project is a government-scale deployment of Parkadda India’s smart parking stack across designated on-street and off-street zones in Srinagar. Multiplexer Solution served as technology partner for lane hardware, ANPR software, operator dashboards, payment integrations, and command-center visibility required by Smart City missions.
The initiative modernizes public parking with transparent tariffs, digital receipts, and real-time occupancy maps for citizens and enforcement teams. It stands as a reference architecture for other municipal corporations evaluating ANPR-led revenue and congestion management programs.
Business context
Rapid urbanization and tourism peaks strain limited parking supply in Srinagar’s core areas. Manual ticketing is vulnerable to leakage; citizens lack clarity on legal bays and tariffs. Municipal leadership sought measurable revenue uplift, reduced on-street chaos, and data for future bay expansion planning.
Smart City funding and performance milestones required vendors with Indian plate expertise, local support capacity, and audit-friendly transaction logs—criteria that shaped Parkadda’s solution design and training plans.
Scope & deliverables
Field infrastructure
- ANPR-enabled entry/exit lanes with barriers, signage, and weather-hardened camera mounts
- On-site operator kiosks and handheld tools for exceptions and enforcement coordination
- Network and power remediation guidance for legacy bay layouts
Digital services
- Municipal operator dashboard with zone maps, live occupancy, and tariff administration
- Parkadda citizen app for bay discovery, UPI/FASTag payments, and digital receipts
- Executive reporting for revenue, dwell histograms, and peak-hour congestion indices
- Training programs for operators, contractors, and helpdesk tiers with SLA playbooks
Technical architecture
Lane controllers buffer plate reads and payment events, synchronizing to a regional PostgreSQL cluster with encrypted backups. ANPR models emphasize J&K plate variants and seasonal glare conditions. Role-based dashboards separate operator, supervisor, and municipal commissioner views.
Integrations with existing smart-city dashboards use REST exports and scheduled SFTP drops where air-gapped policies apply. High-availability API tiers sit behind load balancers with monitored RPO/RTO aligned to contract SLAs.
Implementation phases
- Phase 1 — Zone prioritization: Traffic studies, bay marking, and stakeholder workshops with traffic police.
- Phase 2 — Pilot corridors: Limited lanes in shadow then live mode with citizen awareness campaigns.
- Phase 3 — City expansion: Additional zones, command-center staffing, and 24×7 NOC procedures.
- Phase 4 — Continuous improvement: Tariff reviews, holiday surge plans, and integration with future mobility initiatives.
Outcomes & metrics
Program KPIs tracked with municipal finance and Smart City PMUs include:
- Documented increase in digital parking transactions versus legacy cash baselines (target band: 20–30% in year one)
- Reduced average search time reported via citizen app analytics in pilot corridors
- Operator training completion rates above 95% prior to each zone go-live
- Platform availability meeting 99.5% monthly SLA for cloud services
Qualitative outcomes include improved public perception of fair enforcement and a reusable playbook for other hill-city deployments facing similar topology and weather constraints.
